Presidential Decree UP-63 of 27 March 2025, “On measures to improve state governance in raising energy efficiency and to develop the market for energy service companies”, creates a National Energy Efficiency Agency under the Cabinet of Ministers, the Ministry of Energy reported on 2 April 2025, the day the decree was officially published.

From 1 July 2025, the agency covers 20% of the cost of home energy audits, solar panels and solar collectors, and 40% of the cost of heat pumps — air, water and geothermal — up to 50 times the base calculation value.

The subsidies apply only to equipment bought through an energy efficiency platform, due to launch by 1 September 2025. The decree also creates an off-budget Energy Efficiency Promotion and Support Fund under the agency.
